A need arose to convert the TMSA paper-based system to an online system for increased efficiency and ease of maintenance. In February of 2007, Elicere was contracted to implement an automated workflow solution and provide ongoing maintenance of shipping management systems through July 2010.

Utilizing Elicere’s proprietary enterprise-wide workflow engine, the web-based solution provided the means for process optimization, allowing oil shipping companies to increase effectiveness and efficiency of their processes while complying with the TMSA guidelines. It provided shipping executives the ability to access, manage and monitor information in real time, and to effect change from anywhere in the world.
Utilizing Microsoft.Net™ technology, the engine was able to conform to established safety and environmental recommendations, and easily integrate with existing software and the many third-party systems and platforms used by onboard, terminal and land-based personnel.
Elicere’s workflow engine incorporated user-defined/role-based access, real-time visibility and reporting, custom data synchronization between servers and client machines worldwide, task and document management, and seamless linkage of forms and historical data.
Generating a dynamic set of electronic forms, robust reports, charts and diagrams, spreadsheets, PDF documents, etc., the new system allowed for data synchronization secured by industry-standard data encryption and compression. With both on and off-line capability, the system can run on client machines and be synched back to the central server once reconnected to the internet via email.
After initial implementation, Elicere provided training and on-going maintenance
and support to the fully automated TMSA application working on site in cities around the globe including Athens, Rome, Shanghai, South Korea, Denmark, Hamburg, Norway, Madrid, and Argentina.
